The enVision UTM 2025 is the Strategic Plan of Universiti Teknologi Malaysia (UTM) for a five-year period, spanning from 2021 to 2025. This comprehensive plan aims to outline the university’s strategies and their implementation in a series of stages over the specified duration.

In the Q1/2022 Progress Achievement, ten (10) departments reported the progress of our institutional functional strategies, known as “The Standard Relative,” where the indicators are referred to as “HIRs” (High Impact Results).

The University Strategic Management Training Session involves 17 participants from 13 Penggerak and 4 Secretariats from the Strategy Management Section.

The enVision UTM 2025: Action Plan 2024 Strategic Planning Briefing involves 22 participants from Ahli Jawatankuasa Universiti, JPU Members, Dean’s Faculty, Main Department and 5 Secretariats from Section of Strategy and Risk Management.

The enVision UTM 2025: Action Plan 2024 Strategic Review Workshop involves 107 participants from Ahli Jawatankuasa Universiti, JPU Members, Dean’s Faculty, Main Department and 7 Secretariats from Office of Strategy and Corporate Affairs.

The enVision UTM 2025: Action Plan 2024 Strategic Review Workshop (Series II) involves 90 participants from Ahli Jawatankuasa Universiti, JPU Members, Dean’s Faculty, Main Department and 7 Secretariats from Office of Strategy and Corporate Affairs.

The enVision UTM 2025: Action Plan 2024 Strategic Review Refinement Presentation was held online that involves participants from Ahli Jawatankuasa Universiti, JPU Members, Dean’s Faculty, Main Department and Secretariats from Office of Strategy and Corporate Affairs.

The Pre-Management Retreat Engagement Action Plan 2024 with 9 departments was held online that involves participants from 9 Main Departments and Secretariats from Office of Strategy and Corporate Affairs.

The Management Retreat UTM 2023 involves 77 participants from 9 main departments, representatives from 12 faculties and Secretariats from Office of Strategy and Corporate Affairs.

The Post Management Retreat Engagement involves 9 main departments and Secretariats from Strategy and Risk Management Section.

The Action Plan 2024 Confirmation Workshop involves 9 main departments, 12 faculties and Secretariats from Office of Strategy and Corporate Affairs.

The Strategic Plan Town Hall 2023 for the enVision UTM 2025 Action Plan 2024 (Moonshot 2.0) was successfully conducted online on October 30, 2023 and was attended by 559 (recorded) UTM staff and students. There were constructive discussions during the nine (9) presentation sessions in the Town Hall that contributed to the refinement of the enVision UTM 2025 Action Plan 2024.

The LPU Retreat 2023 program was successfully organized from November 30 to December 2, 2023, at Bangi Resort Hotel, Selangor, and was attended by 88 participants, including the secretariat. Throughout the program, numerous inputs and suggestions from the Board of Directors in achieving success on Strategy Planning of enVision UTM 2025 Action Plan 2024.

The submission of the Strategic Management System project took place on January 14th, 2024, at the Executive Meeting Room, UTMDigital, UTM Johor Bahru. This event marked the official handover of the successfully developed system by UTMDigital, following its launch on MyUTM. The primary objective of the Strategic Management System is to monitor departmental achievements, ensuring all staff are aligned and working towards a unified goal.

Prof. Emerita Datuk Dr. Asma binti Ismail, member of UTM Board of Directors, outlined some of the key uncertainties in the current higher education landscape and challenged the universities to react to those changes. Among the top management who attended the session were Prof. Dr. Mohd Shafry Bin Mohd Rahim, Deputy Vice-Chancellor (Academic & International) and Prof. Ts. Dr. Edy Tonnizam bin Mohamad, Deputy Vice-Chancellor (Development).

YBhg. Tan Sri Azman Hj. Mokhtar, Chairman of UTM Board of Directors shared his journey experiences titled “Kembara Kretapi – 77 Days, 77 Trains, 1 World. Leadership lessons from around the World in Trains of Thought” with UTM citizens. It was moderated by Dr. Abdullah Mohd Nawi and was also attended by the Vice-Chancellor, Prof Datuk Ir Ts Dr Ahmad Fauzi Ismail, Members of UTM Board of Directors, Members of UTM Executive Commitee, Senior Officials and staff.

The Strategic Planning 2030 (SP2030) Mini Task Force Meeting 1 was held on May 5th and 9th, 2024, at Bilik Mesyuarat Naib Canselor, Bangunan Canseleri Sultan Ibrahim, UTM Johor Bahru, and partially online at UTM Kuala Lumpur. The objective of this workshop was to gather, identify, and discuss methods for developing UTM’s long-term strategic framework. The workshop was attended by the Deputy Registrar and Assistant Dean (Quality & Strategy), ADQS from each faculty at UTM.

The Strategic Planning Workshop for UTM 2026-2030 Phase 1 was held on 15 and 16 May 2024, at Bilik Tayangan 1, Perpustakaan Sultanah Zanariah, UTM Johor Bahru. The objective of this workshop was to gather, identify, and discuss methods for developing UTM’s long-term strategic framework. The workshop was attended by members of the UTM 2030 Strategic Plan Task Force chaired by Prof. Dr. Shamsul bin Sahibuddin.

Strategic Planning Workshop for the University (Faculty Task Force) was held on 5 and 6 Jun 2024, at Dewan Kolej Perdana. The objective of this workshop was to gather, identify, and discuss methods for developing UTM’s long-term strategic framework. The workshop was attended by members of the UTM 2030 Strategic Plan Task Force chaired by Prof. Dr. Shamsul bin Sahibuddin.

UTM 2030 Strategic Planning Workshop (UTMKL Faculty Task Force) was held on 24 and 25 Jun 2024, at Bilik Sakura, Level 4, MJIIT . The objective of this workshop was to gather, identify, and discuss methods for developing UTM’s long-term strategic framework. The workshop was attended by members of the UTM 2030 Strategic Plan Task Force UTM KL chaired by Prof. Dr. Shamsul bin Sahibuddin.

The workshop was graced by the presence of the Vice-Chancellor of UTM, YBhg. Prof. Datuk Ir. Ts. Dr. Ahmad Fauzi Ismail, the Deputy Vice-Chancellor, members of the University Management Committee, Faculty Deans, Chairpersons of the Research Alliance and Heads of University Departments.

UTM Development of Strategic Planning 2026 – 2030 Phase II Workshop was held on 16 July 2024 at Banquet Hall, Sultan Ibrahim Chancellery Building, UTM Johor Bahru. The workshop was graced by the presence of the Vice-Chancellor of UTM, YBhg. Prof. Datuk Ir. Ts. Dr. Ahmad Fauzi Ismail, the Deputy Vice-Chancellor, together with members of the University Management Committee, Faculty Deans, Chairpersons of the Research Alliance and Heads of University Departments to discuss about the future direction of UTM.

UTM SP2030 Analysis and Development Workshop was held on August 5, 2024, at Dewan al-Ghazali, Pusat Islam, UTM Johor Bahru. The workshop was honored by Chairman of the Main Task Force for Strategic Plan Development 2030 of UTM, Prof. Dr. Shamsul bin Sahibuddin, members of the University Management Committee, Faculty Deans, Chairpersons of the Research Alliance and Heads of University Departments.

The UTM Management Retreat 2024, held from August 22nd to 24th at the Grand Hibiscus Ballroom in the Swiss Garden Hotel, gathered the University’s top management, including JPU members, Faculty Deans, and Department Heads, to refine and finalize the key strategic frameworks guiding UTM’s future. The retreat, honored by the presence of UTM Vice-Chancellor YBhg. Prof. Datuk Ir. Ts. Dr. Ahmad Fauzi Ismail focused on ensuring clarity and precision in the departmental Key High Impact Results (Key HIRs), Corporate Key Results (KRs), and strategic risks under the enVision UTM 2025 Action Plan (AP2025). Additionally, participants engaged in in-depth discussions to refine the UTM Strategic Plan 2026-2030 (SP2030), establishing clear Strategic Objectives and Desired States. The outcome of this retreat will contribute to the final drafts of AP2025 and SP2030, which will be presented to the Board of Directors for review and feedback at the UTM Board of Directors Retreat 2024 before final approva

The UTM Strategic Planning Development Workshop 2026-2030 Phase III, held on 11th September 2024 at Dewan Sri Perdana, UTM Johor Bahru, was chaired by Prof. Dr. Shamsul bin Sahibuddin, Chairman of the SP2030 Development Task Force. The workshop aimed to refine and finalize UTM’s key strategic objectives that will drive the university’s vision and mission through to 2030. Participants worked towards defining the desired state of UTM by setting measurable annual targets from 2026 to 2030. Building on the SWOT analysis conducted in previous workshops, the event focused on developing effective strategies to ensure UTM’s success by 2030. 

The Strategic Management Series, scheduled for October 10, 2024, at Dewan Senat, Bangunan Canseleri Sultan Ibrahim, UTM Johor Bahru, is a critical initiative aimed at enhancing the university’s leadership approach to economic and financial challenges. The program will bring together UTM’s leadership, including the Vice Chancellor, Deputy Vice Chancellors, UTM staff, and guest speaker YBhg. Professor Tan Sri Dato’ Seri Dr. Noor Azlan Ghazali, a renowned economist and public policy expert. The event will focus on navigating complex economic policies and addressing financial constraints facing the higher education sector, with Professor Noor Azlan providing new insights in developing solutions to guide UTM’s leadership.

On 22 October 2024, UTM Strategic Action Plan 2025: Town Hall 2024 was held at Dewan Sultan Iskandar, UTM Johor Bahru to introduce its Action Plan 2025, with YBhg. Prof. Datuk Ir. Ts. Dr. Ahmad Fauzi Ismail and other Deputy Vice Chancellors in attendance, showing strong leadership support for the initiative. The event aimed to outline the university’s strategic direction and key initiatives leading up to 2025, gather feedback from academic staff, students, and external stakeholders, and foster a sense of shared commitment across the UTM community toward achieving the goals of EnVision UTM 2025.

The UTM Strategy and Risk Management Policy Development Workshop, held on 29 October 2024 at Bilik Jamuan, Dewan Sultan Iskandar, UTM Johor Bahru, aims to advance UTM’s strategic and risk management frameworks. The workshop’s key objectives include formulating a new Risk Management Policy to update and replace the 2014 policy and developing a comprehensive Strategy Management Policy to serve as a university-level reference for effective strategy management. This initiative reflects UTM’s commitment to continuous improvement and alignment with best practices in strategic governance and risk management.

Success Factors and Risk Mitigation for UTM SP2030 Workshop was held on 4th November 2024 at Bilik Tayangan 1, Perpustakaan Sultanah Zanariah, UTM Johor Bahru. The workshop aimed to discuss key success factors for each Strategic Objective (SO) and Desired State (DS) to support effective implementation, while also identifying potential risks that could hinder progress and discussing mitigation strategies. The event opened with welcoming remarks by the Director of OSCA, Assoc. Prof. ChM. Dr. Che Rozid bin Mamat, followed by a briefing on SOs and DSs by Prof. Dr. Shamsul bin Sahibuddin. Participants also received guidance on using the Success & Risk Factors Template before engaging in focused group discussions, allowing them to collaboratively address the challenges and opportunities associated with achieving UTM SP2030 goals.
